The law about the public roads defines the exceptional transfer as the transfer with the vehicles which alone or together with the cargo exceed by the rules permitted axle load, common weight, width, length or height. The transfer when the vehicle itself or together with the cargo is in the limits of measures, weight or burdening but exceeds the limits of any element as it is defined on the public road or its part with the traffic signs is also meant to be a exceptional transfer.
Every single exceptional transfer on the public roads has to get the permission in advance. The permission for the exceptional transfer on the public roads issues Direkcija RS za ceste (Directorate of RS for the roads). When the special transfer drives only on the communal roads the competent municipal administration issues the permission.
